are out. and more than 22- hundred people are dead. more than 26 -hundred are injured and at least 84- people -- are still missing. and those figures are expected to rise. a u.n. humanitarian official says there've been problems getting much needed supplies into the typhoon- devastated eastern philippines because there are no trucks and roads are closed. meanwhile, local police say there's been looting over the last three days, but they've "restored order." eight people were killed when the wall of a rice warehouse collapsed while being looted. >> take a look at these images out of the philippines. you can see the entire shoreline here is transformed. big clusters of homes wiped out. the only thing that looks the same in this picture is the white circular structure. large areas of farmland affected. what was once green grass and green trees.not sand from the sea.and debris from structures that are

destroyed. a devastating reality.with which survivors in the philippines are all too familiar. >> two u-s navy amphibious ships are en route to the philippines to assist in relief efforts. these ships can turn salt water into drinking water-- which is what they drastically need. >> a san francisco police officer has filed a federal civil rights lawsuit against the city, saying he was racially profiled and wrongly arrested by several colleagues who didn't recognize him. lorenzo adamson, a 15-year police veteran, says he was stopped in his car on may 30 for not having a license plate. the suit alleges that officers inexplicably jumped

onto adamson's back and tried to choke him before tackling him to the ground. adamson was charged with resisting arrest and vehicle code violations. those charges were dropped. >> on the peninsula. the woman accused of driving drunk and then hitting and killing a bay area couple has pleaded not guilty to all charges. prosecutors say marjorie reitzell had a blood alcohol level more than twice the legal limit when she hit kamal and balbir singh. the crash happened as the menlo park couple was out walking their dog last month. reitzell remains in custody >> a man accused of murdering his daughter's mother. is being ordered to stand trial. a judge ruled. there is enough evidence to have randy alana stand trial. he is charged with strangling sandra coke in august. her body was found in vacaville five days after she was reported missing. coke was a federal investigator with the sacramento branch of the federal public defender's >> several community members

in oakland do not agree with a proposed curfew for minors. they voiced their opposition at a city council public safey meeting last night. the proposed curfew states that anyone under the age of 18 must be off the streets between 10 pm and 6 in the morning - 7 days a week. also on school days from 8- 30 a-m to 1-30 p-m. violators face warnings, citations, fines up to 500 dollars --- even arrests. but opponents of the curfew say it's not what the community needs. they believe it encourages racial and age related profiling - and creates fear in the community. and police chief sean whent says he's concerned with how officers would enforce the curfew. the oakland community is mostly speaking out against a proposed curfew for minors. the police chief was at tonight's city council public safety meeting. and voiced his concerns about the proposal. >>

line >> this morning, crews on the old eastern span of the bay bridge will be at it again. they are dismantling the cantilever section of the upper deck. that part of the desconstruction work should take six weeks to complete. the entire demolition project is scheduled to be completed by the end of 2016 >> coming up on the kron4 ♪ldon smith morning news appears before aldon smith with holiday magic in both parks, the happiest place on earth, just got merrier.

>> it looks as though troubled 49er player aldon smith. will be playing football at least until january. the star linebacker was arraigned yesterday afternoon on gun charges. in connection with a search of his san jose home last summer. smith appeared in santa clara county superior court and his case was continued to january, after the regular football season is over. smith's attorney says, his client will plead not guilty to three felony counts of possessing assault weapons which are illegal in california. smith answered no questions, but his attorney and the prosecutor in the case. made brief statements >> what this means is that the legal process has started and it will take some time and it is typical in cases like this. between now and his next court date they will receive the discovery in the case and

are a number of cars are on the shoulder due to debris. this is southbound 680. it is slow coming off the benicia bridge. it is back all the way to a highway 4. westbound 24 is picking up slowing and also through lafayette. >> your ride is still heavy 4880 south bond and this is a new pattern that we are now seen. it has heavy traffic in hayward and this will continue all the way to milpitas. it is as slow ride with about 52 minutes coming out of baltimore past periods there is a slow ride over 34 minutes on 1 01 northbound from 85 to 37. 280 is also getting heavy.

the mid peninsula started to pick up slowing into san mattel on 1 01 southbound pripe. >> the drive time has now reached 43 minutes. the commute to the bridges your bay bridge ride is not too bad. there was an accident at the toll plaza but it's not affecting traffic. the san mateo bridge is getting heavier and the drive times of 15 minutes. the golden gate bridge is still smoldered for the 1 01 southbound. >> remember how great it was this time we had overcast conditions. we are waking up to play of sunshine. it is cold outside and you should grab a jacket. it is 47 degrees out the door in san mateo. we do have some

patchy fog along the coastline. high pressure is building back into place and this means that the temperatures will be warmer than what we are used to. by lunchtime we will be in the '60s and '70s. the '70s will continue as we approach the afternoon. today, temperatures will be about 10 degrees warmer than where we should be. we will keep clear conditions are around. >> 70's are on the board for the south bay and sunnyvale will have a high of 73 degrees. we will continue mid '70s perhaps the upper 70's for livermore. generally we are about 66 degrees. aspect mid-70s for the san ramon valley area. downtown san francisco

check-in as 67 degrees. los 70's ignore the golden gate bridge. >> we will see the winds pick up in fact, the national weather service has stated that it may be a red flag morning. this may pose a fire danger. we have seen extreme a dry weather. saturday there is a slight chance for rain. right now it is, looking like a 10% chance. sunny skies and once again as we head into sunday. the temperatures will drop, but that will rebound. we're looking for to pretty, and quiet conditions for the next work week. >> golden gate bridge commuters could pay higher tolls the golden gate bridge, highway and transportation district board will discuss and possibly voting on five toll-increase options on friday. one option would be to raise an estimated $86 million over five years by bumping

up the toll from six to seven dollars starting in april, and increasing the discounted $5 toll now paid by fastrak users to $5.75 in april, and then to six dollars a year later. the earliest that one of those plans could be implemented would be april. the district is considering a toll increase in order to offset a five-year deficit projected at 142- million dollars. bcn26:regional: golden gate bridge toll increase to be discussed friday >> in washington today, technical issues with the new health care web site will take center stage. the house's chief investigator is looking into whether the white house shares the blame for the web site's problems. specifically, lawmakers want to know why the website allowed consumers to window shop for health plans without first having to create personal accounts. that decision is seen as what led to an increased workload for the system. today's hearing comes as the white house prepares to release tightly held enrollment numbers for october. its believed the report will show far fewer than the projected 500-thousand people signed up for health care.

>> health insurer "anthem blue cross of california" has agreed to a two-month extension of about 104- thousand individual policies after failing to give the required 90 day cancellation notice. the policies had been set to expire on december 31st, but will be extended until february 28th. the company notified the department of insurance that it failed to give enough notice of cancellation due to computer glitch. blue cross says more than a million cancellation notices have been sent to californians as the affordable care act begins. allowing individuals to buy insurance through exchanges. >> the trial between apple and samsung electronics starts today. the lawyers are expected to call the trial's first witness after laying out their case for a federal jury in san jose. determine how much samsung owes apple for copying features from the iphone and ipad.

a previous jury awarded apple more than one billion dollars after determining 26 samsung products had infringed six apple patents.but a judge found the jury miscalculated 400 million dollars in damages for 13 products and ordered a new trial to determine the proper amount. >> despite three vehicle fires, tesla motors says they won't recall the company's model "s." c-e-o elon musk says the model "s" electric car is five times less likely to have a fire than a gasoline car in the u-s. he also said no drivers were injured in the three fires. ultimately, it's the government's decision whether to recall the car. the n-t-s-a says it's in contact with tesla and authorities in tennessee, where the latest fire happened last week. >> in oakland. students are being rewarded for eating breakfast. here is a picture of the winners. students from ralph bunche high school claimed a three- thousand dollar prize. for the "got milk" challenge. it was a three- week

what it looks like. the crews are working to take down of the eastern span in reverse order. they will also work to mold the can't cut lever.they will work to reme the canteliver section. they stated there removing the old span is a step-by-step process. it is about 60 t of steel. this has been in use for 77 years. the old span is full of tension and they have to be careful when they take it down. >> this bridge past paint, who knows how much gasoline or oil has actually spilled on it. when you start

themselves and the public. they stated that they're down and resources and they have fewer now than what they have a few years ago. the chief stated that he has more to do with his time then to tell kids to go home. you talked about a debate that went on at city hall and this is the third time that they have tried to pass this. each time so far, it has not passed and it has became really needed. some people believe that if you have a curfew every day of the weight and then have it on a 30 in the morning to 130 in afternoon during school day is that is basically turning oakland into some type of military. they stated that it was still open all types of problems including racial profiling. >> here's what some of the parents have to separate >> they have to deploy officers and a certain

manner. a curfew enforcement is not the best way for them to do that. >> those who are for the curfew, stated that in oakland, justice yearlong 600 crimes have been committed by teenagers. so they want these teenagers inside to protect the public but also protect the teenagers from themselves. just like the other two sides, it is too hot for some people to make a move on a. >> now to the latest on typhoon haiyan relief. aid to the philippines is still slow as crews try to reach to the hardest hit areas like tacloban. here in the bay area, the outpouring of support for those in the philippines has been massive. outside the filipino community center in san francisco, volunteers are collecting monetary donations for typhoon victims.

the money will be sent to and churches in the philippines. community center volunteers are coordinating donation collections and organizing numerous fundraisers that are scheduled in the bay area over the next few weeks. >> in the south bay-- the peninsula- based charity.
